Baker was a native of Burnley, Lancashire.
The Burnley Express of 10 December 1919 reported the presentation of the Military Medal to Herbert Edward Baker and added the following; Baker lived at 6, Murray Street, Burnley, Lancashire. It was reported that he received the Military Medal for, "For bravery and devotion to duty in bringing in severely wounded men through an heavy artillery barrage during the night, and then working under difficult conditions after the dressing stations had been burnt out and completely ruined by enemy guns. The action took place near Ypres, during September, 1918".
