Burley was a native of Burnley, Lancashire.
Medal awarded whilst attached to the Royal Engineers. The citation for the Distinguished Conduct Medal published in the London Gazette reads, "For great gallantry from 26 April 1915 until 3 May 1915 near Ypres. As a motor cyclist he performed excellent work carrying messages under heavy fire. On one occasion he was blown of his cycle by a shell, but completed his journey, although suffering from shock."
