Blackledge was a native of Burnley, Lancashire.

The Military Medal and British War and Victory Medals awarded to Hugh Blackledge.

The Military Medal was awarded for, "Gallantry in action north of Fampoux during the period 28 - 31 March 1918, when the German Army attempted to capture Vimy Ridge." At the time of the award Blackledge was living at 119 Barden Lane, Burnley, Lancashire. He later ran a painting and decorating business at Colne Road, Burnley, Lancashire.
