Bright was a native of Hapton, Lancashire.

The citation for the Distinguished Conduct Medal published in the London Gazette reads, "On repeated occasions, and especially during the operations south of Soissons in July and August, he organised and brought up the supply of ammunition to the battalion. He has always set a splendid example to all ranks, especially under fire, and his cheerfulness and devotion to duty under very trying conditions have been of invaluable assistance to his CO. Both in and out of action he has performed excellent work."
