Bullas was a native of Burnley, Lancashire.

The citatation for his Distinguished Conduct Medal published in the London Gazette reads, "For conspicuous gallantry during a raid on enemy trenches. He was near an officer when the latter fell wounded into a shell crater. After the raid he came back and twice subsequently led out search parties under heavy fire to look for the officer, but was unable to find him".
