Campbell was a native of Burnley, Lancashire.

The Burnley Express of 26 January 1918 reported, Sergeant William Hugh Campbell of the Army Service Corps, son of Mr. D. Campbell, newsagent, Duke Bar, Burnley, has been awarded the Meritorious Service medal in recognition of valuable services rendered to the army in the field. Sergeant Campbell was formerly employed in the National Insurance Office in Burnley, but for some time prior to joining up three years ago he had been engaged in similar work at leamington Spa. He has two brothers serving, Sapper Colin Campbell and Sapper R. K. Campbell, both who have served as wireless operators in East Africa. The former, who was in the Burnley Town Clerk's Office, is waiting his discharge, following an attack of dysentery.
