Catlow was a native of Nelson, Lancashire.

From the Burnley Express of 18 November 1916, Nelson Military Medallist. Scout Fred Catlow, 17484, East Lancashire Regiment, son of Mr. and Mrs. J. Catlow, 3, St. Mary Street, Nelson, has been awarded the Military Medal for "dangerous scout work and carrying messages under heavy shell fire." He is only 19 years of age. He enlisted in November 1914, and has been at the front since July 1915. His parents have had two letters from him stating that he has received the ribbon and is now wearing it.

The Colne and Nelson Times of the 17 November 1916 carries the same report.

From the Colne and Nelson Times of 8 December 1916, Nelson Military Medallist Wounded. Mr. and Mrs. J. Catlow, 3, St. Mary Street, Nelson, have received official information that their son, Private Fred Catlow, of the East Lancashire Regiment, was wounded on the 16 November last, and is now in hospital in Bristol, where he is improving satisfactorily. Prior to enlisting he was in the choir of St. Mary's Church, Nelson.
