Awarded the Military Cross in the London Gazette of 25 April 1918. Awarded the Military Medal in the London Gazette of 27 October 1916.

Hartley was a native of Burnley, Lancashire.

The citation for his Military Cross published in the London Gazette reads: - "For conspicuous gallantry and devotion to duty when he commanded the machine gun barrage group during an attack. He made all preperations under great difficulties and heavy shell fire. When the batteries of eight guns each were put out of action he reconoitered new positions, and, with the help of reinforcements, brought the whole group into action, calculated SOS lines, and again re-established communications within four hours."

Previous to being commissioned he was 109378 Sergeant.
