Hill was a native of Barrowford, Lancashire.

The citation for the Distinguished Conduct Medal published in the London Gazette reads, "For conspicuous gallantry and devotion to duty. On one occasion he crawled over the parapet in daylight, and dragged in a wounded comrade. Later, he kept his mortar firing in an exposed position, though heavily shelled and suffering casualties. His courage and coolness were most marked."
