Jackson was a native of Burnley, Lancashire.

The Burnley Express of 21 October 1916 reported, YOUNG KITCHENER'S BROTHER HONOURED. "Dear Mother, - You will be pleased to hear that I have got the Military Medal. I had to put the ribbon on yesterday." This was the message Mrs. Jackson of 36, Smalley Street, Burnley, and mother of "Young Kitchener," received from her youngest son, Lance Corporal (15931) Richard Jackson, of the King's Shropshire Light Infantry. On April 8th last we announced that the soldier had received from Brigadier-General G. H. May, a card stating that "Your commanding officer and brigade commander have informed me that you distinguished yourself on August 9th, 1915, near Hooge. I have read their report with much pleasure." It is understood that this is the action for which the medal has been awarded. Lance Corporal Jackson, who formerly worked at the Corporation Tram Depot, enlisted in October, 1914, has been at the front twenty months. Driver Williams, who gained the D.C.M. in the Boer War, is his uncle.
