Parker was a native of Burnley, Lancashire.
The citation for the Distinguished Conduct Medal published in the London Gazette reads, "For good service and devotion to duty during the past six months. Whilst in the area of Villers Bretonneux, in March 1918, he displayed the greatest coolness and gallantry. He never failed to deliver his ammunition to the guns, in spite of heavy shelling and confusion on the roads. He has always shown great initiative and ability in handling a difficult situation and has set a very fine example to all ranks".
