Salts was a native of Burnley, Lancashire.

The Burnley Expess reported: - MEDALS FROM MAYOR Burnley Soldiers Awards For Gallantry Yesterday in the mayor's parlour at the Town Hall two medals for bravery won on the battlefield were presented to Burnley soldiers by the mayor Alderman R. Hargreaves, J.P. One of the recipients was 84108 Private Frank Salts who was presented with the Military Medal he won "for smart work in a night raid last April when they were suprised by the Germans whom he prevented from getting round the flank of his party". Private Salts is 28 years of age and married, and has one child four years old. Previous to enlisting he was employed in the shop of Evans and Company, tailors and outfitters of Scotland Road, Nelson. A brother Private Fred Salts was killed in action on the 22 October 1917.
