Seel was a native of Nelson, Lancashire.
The citation for the Distinguished Conduct Medal published in the London Gazette reads, "For conspicuous gallantry and devotion to duty. When carrying a message from brigade headquarters to a forward station he was badley wounded in both thighs and in the head by a shell when within 500 yards of his destination. Notwithstanding this he continued his journey crawling, and successfully delivered his despatches, by his pluck and determination earning the admiration of all".
