Shepherd was a native of Burnley, Lancashire.

The Burnley Express reported on the 11 June 1919, MEN WHO SCORNED DANGER. Exploits of Medallists. In the report are details of the award of the Military Medal to W/2211 Sergeant M. Shepherd of 16, Rossendale Road, Burnley who won his Military Medal in December 1817 for fine field work. His battery was being heavily shelled, and he was number 1 in charge of the guns. All his gun numbers were wounded, and he attended to them all under heavy shell fire, at the same time keeping his guns in action.
