Skinner was a native of Nelson, Lancashire.

The Colne and Nelson Times of 24 January 1919 reported, Another Nelson Medallist. Another Nelson soldier has been awarded the Military Medal, in Private Alfred Skinner, whose home is at 11, Harvey Street, Nelson. Private Skinner enlisted on August 5th 1914, at the age of 17, and after training at Tidworth and Aldershot, was drafted overseas in June, 1915, and has been engaged in all the campaigns in the East during the last three and a half years, taking part in the Dardenelles expedition. He was one of the party which attempted to relieve and did eventually capture Kut, and afterwards the city of Bagdad, and has had the good fortune to come through practically unharmed, being slightly wounded in the wrist during the early stages of the campaign, and had a slight attack of sand-fly fever in the summer of 1917. He was formerly employed has a weftman by Messrs. Walton and Sons, Victoria Mills, Nelson.
